Henry Cuellar (born September 19, 1955) is an American politician serving as the U.S. Representative for Texas’s 28th congressional district since 2005. Born in Laredo, Texas, he earned a B.S. from Georgetown University, a J.D. and Ph.D. from the University of Texas, and an M.A. from Texas A&M International University. A Democrat, Cuellar was a lawyer, served in the Texas state house (1987–2001), and was Texas secretary of state (2001) before his election to the U.S. House in 2004. He has been reelected to all succeeding Congresses.
